My sister explained how he isn`t showing signs of muscle control, and he doesn`t look at people or objects and is almost 4 months old. They used a flashlight to shine into his eyes, and he did not respond at all. They are definately concerned about his development. They are sending him to an eye specialist for starters and are also going to start sending a `first steps nurse` to my sisters house, to see if they can work with him to progress...but the nurse can not help what is happening with his eyes. It is very likely that he has brain damage, and his brain is not sending the message to his eyes to react :( They want to rule out blindness first though. Thanks for all the help and support you have given and I will update you all when we learn more.
