I had slight bleeding (ended up being bacterial vaginosis) but when they felt my cervix and did ultrasound, they said my cervix was nice and soft. they said it was long and the number was 3.2 whatever that means. I asked her if soft means bad (considering i was only in week 30) and she said no, its a good thing. So I dont know if it actually means you are about to efface or thats just the way your cervix is.

nope, it doesn`t mean that you are effaced yet. It just means that it it softening so that it can efface. Congrats

It just means that it is soft and getting ready for effacement. Congrats! Your getting closer!
