Twins??

I am 6 weeks pregnant. my doctor saw 1 sack with a baby in it and another sack next to it. She could not see the front of the sack so we don`t know what is inside. She said it could be a twin or another baby that didn`t develop. Can there be any other explanation for a second fluid filled sack?
