You could try and start now with a sippy. My son is 6 and a half months old and can't hold his bottle totally by himself yet, but we bought him a sippy where there are handles on the sides that can be easily held. I work a lot and don't want him attached to the bottle so I started early. As for the pacifier, if you don't want her carrying it around all the time as she gets older(1-2) you can start anytime. Lucas kind of self weaned himself off of his recently and won't touch it. But gradually take it away from her and let her self sooth if that's when she really wants it. Eventually she'll give up and totally forget all about the thing.

not to worry ,she will learn,i breastfed my son and so when he was 1 i started using a cup ,he had to learn but in no time he did ,they just find a easy way to hold it and drink from it,if they are thirsty she will take a interest in holding it ,give it time ,she will catch up i know my son did,

well you could start now if you want too, my daughter is 10 months and uses a sippy cup really well. i just started giving it to her around 6 or 7 months, it took a bit, at first she would just play with it but it didnt take her long to figure it out. i dont have much advice about the pacifier though sorry, i never used them.
